An Ordinance
to prevent the Publication of Seditious Matter.
Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:mem
1. This Ordinance may be cited as The editions Publications Ordinance, 1907."
2. Every person who within the Colony prints, publishes, or offers for sale or distributes any printed or written newspaper or book or other publication containing matter ruleulated to exeite tumult or disorder in China or to excite persons to crime in China or to excite enmity between His Majesty's subjects and the Government of China or between that Government and its subjects, shall be guilty of an offence and being convicted thereof shall be able to imprisonment with or without hard labour for any term not exceeding two years or to a fine not exceeding five hundred dollars or to both.

Repeal of
An Ordinance to amend the Local Communities
Ordinance, 1899.
Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows :-
1. This Ordinance may be cited as The Local Com- munities Amendment Ordinance, 1907," and shall be read and construel as one with the Local Communities Ordin- anco, 1899, hereinafter called “The Principal Ordinance”.
2. Section 29 of the Principal Ordinance is hereby section 29 of repealed and the Following is substituted for and read in

Levying of contribu- tions on inhabitants where extra crime re- quires provi- sion of extra Police.
29.—(1.) Where, in the opinion of the Governor, there is an undue prevalence of crime in any District or Sub-district, or any District or Sub- district Committee appears to him to be unable to or to fail to maintain peace and good order in such District or Sub-district or any tumult or disorder has taken place, it shall be lawful for the Governor to station Police or extra Plice in such Distrier or Sub-district, and to order the levy of a special rate cither upon such District or Sub-district or upon any particular village or villages therein situate to au amount sufficient to defray the whole or any portion of the cost of such Police.
(2.) When the levying of any such special rate is ordered by the Governor, he may, by such order, specify the procedure by which payment of such rate may be caforced summarily by a. Magistrate, and all Magistrates shall have jurisdiction so to enforce the same accordingly.
