hundred and eighty-one, and that, in lieu thereof and in substitution therefor, the recited Article umbered 9 of the Regulations appended to the said Order in Council of the ninth day of January ne thousand eight hundred and sixty-three, shall continue and remain in force until the said first day of September one thousand eight hundred and eighty-one.
Now, Therefore, Her Majesty, by virtue of the powers vested in Her by the said recited Act, and by and with the advice of Her Privy Council, is pleased to direct that the operation of the said recited Article numbered 10 of the New Regulations, contained in the First Schedule of the said Order in Council of the fourteenth day of August one thousand eight hundred and seventy-nine, shall be uspended until the first day of September one thousand eight hundred and eighty-one, and that in lieu thereof, and in substitution therefor, the said recited Article numbered 9 of the Regulations appen- ded to the said Order in Council of the ninth day of January one thousand eight hundred and sixty- three, shall continue and remain in force until the said first day of September one thousand eight hundred and eighty-one.

LE Gouvernement de la République Française est disposé à ouvrir avec le Gouvernement de la Reine, aussitôt que le moment paraitra opportun et sur les bases suivantes, des négociations pour arriver au renouvellement des Traités de 1860.
1. Recherche d'une classe de vins payant à l'entrée en Angleterre un droit réduit.
2. Maintien sous le régime du Tarif Général à l'entrée en France des bestiaux et matières agricoles,
qui par conséquent ne devraient pas figurer dans le Traité.
3. Recherche des moyens de faire disparaître les fraudes de Douane.
4. Amélioration du statu quo dans le sens du développement des relations commerciales.
Ces bases sont assez générales pour réserver toute liberté de discussion aux deux Gouvernements ser la classification des produits et sur la fixation des droits.
L'accroissement des relations commerciales par un échange international de plus en plus étendu des principaux produits des industries des deux pays, ne peut manquer de resserrer les liens d'amitié qui unissent si étroitement les deux peuples, et je suis heureux de penser qu'on atteindra ce résultaí par le renouvellement sur les bases ci-dessus indiquées des Traités de 1860.

The Government of the French Republic is ready to open negotiations with Her Majesty's overnment for the renewal of the Treaties of 1860) as soon as the moment appears fitting and on the Ollowing bases :-----
1. Inquiry as to a class of wines to pay on their entry into England a lower rate of duty.
2. Maintenance of the duties prescribed by the General Tariff for cattle and agricultural produce ported into France, which would consequently not appear in the Treaty.
