總督香港等處地方兼理水陸軍務水師提督佩帶二等寶星燕 礼開照得 恭奉 朝廷准在香港 沙建國家義學館五閻按本部堂准到該義學館形圖度支等數已先查察該新建義學館可代 抬高易爲會院以教習英文大學及格致等學接受新建陪助之義學館及別處所有學童此事當先察核 現在之國家大書院教訓初學學童多寡費用情形若何方爲安便并本部堂以爲將現在之國家大書院 工務司布叉定例局紳士三位 規制若何而如此察核莫如江派委員爲此本部堂現在選舉定例
