SIR,I have the honour to report that the Fourth Clerkship in this Department has been left cant by the transfer of Mr. GUTIERREZ to the post lately resigned by Mr. CHAGAS and by the transfer Mr. CHAN A-FOOK to that vacated by Mr. GUTIERREZ,
2. As I believe it is the wish of the Governor to encourage the flow of promotion in Government Departments when Officers prove themselves worthy, I beg to recommend that Mr. J. G. GUTIERREZ,
present Assistant Clerk in the Land Office, who knows how to keep books and accounts and who salady conversant with the duties, should be promoted one step and receive the post of Fourth Clerk, leaving his office to be filled up in the manner His Excellency may deem best.
. In the Colonial Estimates, the Salary of this post is $70 a month, but I think it would be later to reduce it to $60 a month for the first few years, leaving the increase of $10 to be earned by
ligence and zeal on the part of the holder.
