SIR,I have the honour to transmit for your information a copy of a despatch from the Acting British Consul General at Marseilles regarding the necessity for visé by a French Diplomatic or Consular Officer of the passports of all persons wishing to land in France.

I have the honour to inform Your Lordship that I have received a communication from the Commissaire Spécial of Marseilles stating that, in view of the large number of passengers arriving in France without French visas, he intends in future to forbid the landing of such persons.

I have frequently noted that British subjects coming from India or Egypt and travelling through France in transit to the United Kingdom neglect the formality of a French visa and the numbers of British subjects affected by this new attitude are likely to be considerable. I am addressing a letter to the principal steamship companies here trading with the East requesting them to pay particular attention to this matter but I fear that if this order be rigorously carried out serious difficulties will arise.
