No. 349.-It is hereby notified, under section 4 of the Crown Lands Resumption Ordinance, 1900, Ordinance No. 10 of 1900, that His Excellency the Governor has been pleased to nominate Mr. HENRY THOMAS JACKMAN to be a member of the Board of Arbitrators to determine the amount of compensation to be paid in respect of the resumption of the said Lots Nos. 16 R.P., 17, 6247, and 6249 R.P. in Survey District I.
In the event of your failing to nominate a member to represent you on the said Board within seven days from the date of publication of this notice, the Chairman of the Board will appoint a person on your behalf.
No. 350.-The following Finding of the Marine Court of Enquiry held on the 15th June, 1920, to enquire into the circumstances in connection with the stranding of the British Steamship Fausang, is published for general information.
FINDING.
We find that the British S.S. Fausang, of London (Official Number 105800), of which Captain F. G. GILL, (Certificate of Competency No. 040042 Dublin) was Master, left Hongay on May 24th with a full cargo of coal (3,021 tons) bound for Hongkong. That -owing to the light it was found necessary to anchor for the night in Hainan Bay on May 25th and wait for daylight to pass through the Narrows. That the ship weighed anchor at 5.35 a.m. on May 26th and proceeded on her voyage intending to pass through South Channel and that at 6.10 a.m. the ship struck on the foul ground situated North 20 degrees East from Black Beacon, Hainan Spit.
The Court is of opinion that the stranding of the ship was entirely due to the care- less navigation of the Master in electing to pass this Beacon at 24 cables distance which. we consider to be dangerously close distance and also in taking no steps to check this distance, so that when the ship actually struck we find the Fausang was only 701 feet from the Beacon.
In view of this fact the Court orders the Master, Mr. F. G. GILL'S certificate to be suspended for twelve months but grant him a first mate's certificate during that time.
