No. 86. The following firm has been granted a licence to trade under the Non- Ferrous Metal Industry Ordinance, 1919, Ordinance No. 1 of 1919--

In continuation of Government Notification No. 75 dated the 6th February, 1920.

No. 87.-The following Finding of the Marine Court of Enquiry held on the 9th February, 1920, to enquire into the circumstances in connection with the stranding of the Steamship Kaifong, is published for general information.

FINDING.

We find that the S.S. Kaifong, Official Number 95430 of London, Master ERNEST BERESFORD JONES, Certificate of Competency as Master No. 031087 Liverpool, sailed from Pakhoi for Haiphong at 4.15 p.m., 19th December, 1919. At 5.7 p.m. ship's position was verified by cross bearings and course set S. 61° W. (true) to pass 11' miles outside Norway Islands.

Nothing was sighted except lights of passing vessels, though the night was clear, though dark. At 2.39 the ship struck on shoal to North of Siong Lai Tao, which is 10' miles from estimated position of ship. There is no evidence of the ship having been off her course at any time.

We are of opinion that the ship must have experienced a strong set to Westward which may be regarded as unusual, and not to be anticipated.

The master took all necessary steps before and after stranding.

Given under our hands at Victoria, in the Colony of Hongkong, this Ninth day of February, 1920.
