By His Excellency FRANCIS FLEMING, Companion of the Most Distinguished Order of Saint Michael and Saint George, Officer Administering the Government of Hongkong and its Dependencies, and Vice- Admiral of the same.

Whereas by Regulation No. 2 made by the Governor in Council on the 30th day of July, 1886, under the provisions of Section 1 of Ordinance No. 9 of 1883, it is provided that the term

port or place at which any infectious or contagious disease prevailed means a port or place proclaimed to be such by order of the Governor in Council published in the Gazette from the date of such proclamation.” Whereas it is necessary to proclaim the port of Shanghai in the Empire of China and the port of Nagasaki in the Empire of Japan as infected ports.

Now therefore, I, FRANCIS FLEMING, Officer Administering the Government and Commander-in- Chief of the Colony of Hongkong and its Dependencies and Vice-Admiral of the same, in pursuance of the said Regulation. and by virtue of the authority in me vested, do hereby nuder my hand declare and proclaim that Shanghai and Nagasaki are ports at which an infectious or contagious disease prevails.
