No. 346.-The following Bills were read a first time at a Meeting of the Council held on the 16th May, 1907 :-

A BILL

ENTITLED

An Ordinance to authorize the Appropriation of a Supplementary Sum of Four hundred and seventy-seven thousand eight hundred and forty-nine Dollars and fifty-three Cents, to defray the Charges of the Year 1906.

WHEREAS it has become necessary to make further pro- vision for the public service of the Colony for the year 1906, in addition to the charge upon the revenue of the Colony for the service of the said year already provided for:

Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows :-

1. A sum of Four hundred and seventy-seven thousand eight hundred and forty-nine Dollars and fifty-three Cents is hereby charged upon the revenue of the Colony for the service of the year 1906, the said sam so charged being expended as hereinafter specified; that is to say :-

A BILL

ENTITLED

An Ordinance to remove doubts as to the validity of the proceedings of the Supreme Court of this Colony during the time that ALFRED GASCOYNE WISE Esquire held the office of Puisne Judge of such Court from the 25th day of June 1902 down to the present time.

Whereas ALFRED GASCOYNE WISE Esquire was on August 7th 1895 appointed a Puisae Judge of the Supreme Court of this Colony under the provisions of the Supreme Court Ordinance 1873;

and whereas in the year 1992 the said ALFRED Gascoyne WISE Esquire temporarily accepted took and performed the office of Attorney General of this Colony from the 1s: April muntil the 25th June of the same year;

and whereas under the provisions of the Supreme Court Ordinance 1873 section 11 doubts have arisen as to whe- ther his said office of Puisue Judge was not avoided by the temporary acceptance taking and performance by the said ALFRED GASCOYNE WISE Esquire of the office of Attorney General as from the date of such neeeptance :

and wherens on June 25th 1902 the said ALFRED GASCOYNE WISE Esquire resumed and is still holding the said office of Puisue Judge but was not then duly re- appointed to be Puisne Judge of the Supreme Court of this Colony;

and whereas in order to remove doubts it is expedient and necessary to validate and legalize the acts proceedings and business of the Supreme Court of this Colony during the period that the office of Puisue Judge has been held as aforesaid by the said ALFRED GASCOYNE WISE Esquire in so far as the validity of such acts proceedings and business may have been or may be deemed to have been thereby affleted;

and whereas the Officer Administering the Government of this Colony by Letters Patent dated 21st January 1907 did under the provisions of section 9 of the Supreme Court Ordinance 1873 appoint the said ALFRED GasCOYNE WISE Esquire to be a Puisne Judge of the Supreme Court of this Colony as from 25th June 1902.
