Minutes of the proceedings of the SANITARY BOARD, at a meeting held on Thursday, the 26th day of October, 1899.

PRESENT:

The Principal Civil Medical Officer, (Dr. JOHN MITFORD ATKINSON), President.

The Captain Superintendent of Police, (The Honourable FRANCIS HENRY MAY, C.M.G.), Vice-President.

The Director of Public Works, (The Honourable ROBERT DALY ORMSBY).

The Medical Officer of Health, (Dr. FRANCIS WILLIAM CLARK).

EDWARD OSBORNE, Esquire.

Minutes.-The minutes of regular meeting No. 34 of 12th October, and of a confidential meeting held on the same date were confirmed.

Observation Station under the Venice Sanitary Convention.—The question of the site proposed as an observation station was further considered.

The Vice-President moved -

That the further consideration of this question be postponed to this day six months.

Mr. EDWARD OSBORNE seconded.

The Board divided on the motion-

Ayes.

The Vice-President.

The Director of Public Works.

The Medical Officer of Health. Mr. EDWARD Üsborne.

The motion was carried.

The President did not vote.

Exemption of certain houses at Mongkok from lime-washing and cleansing.—An application for the exemption of certain houses from lime-washing and cleansing was considered.

Mr. EDWARD OSBORNE addressed the Board and moved-

That the application be not granted.

The Vice-President seconded.

Question-put and agreed to.

Height of a building and width of yard bridges for that building.--An application from Messrs. PALMER and TURNER on behalf of the Hongkong Hotel for permission to erect a new building on Marine Lot No. 7 Praya Reclamation at an elevation of 110′ and to make yard bridges in it of a width of 6' was considered.

The Director of Public Works addressed the Board and moved-

That the application he granted.

The Medical Officer of Health seconded. Question-put and agreed to.

Bonus for notification in cases of certain infectious diseases.- A proposal to give one dollar as a bonus to any Chinese Doctor who should notify the Government of a case of Bubonic Plague, Cholera, or Small-pox was

considered.

The Medical Officer of Health addressed the Board and moved--

That the Board recommend the Government to make such arrangements as would result in the offering of a

reward of $1.00 for every case of Bubonic Plague reported to the nearest Police Station.

The Vice-President addressed the Board.

Mr. EDWARD ÖSBORNE addressed the Board.

The motion not having heen seconded the matter was allowed to drop.

Proposed Public Latrine at 46 Gough Street.-A petition against the erection of a Publie Latrine on the proposed site, which was referred by the Government to the Board, was considered.

The President moved-

That the report drawn up by the Medical Officer of Health and now before the Board be adopted and forwarded to the Government, and at the same time the Board desire to point out that the four sites recommended to Government in Sanitary Board Letter No. 80 of 21st July, 1899, require to be published in the Gazette in English and Chinese in three successive numbers by the latter sub-section of section 3 of Ordinance 8 of 1897, before any work can be proceeded with, and that they have only been once so published.

The Medical Officer of Health seconded.
