4.-(1.) All Rules made by the Governor-in-Council Rules to be under this Ordinance shall be published in the Gazette in gazetted English and Chinese, and shall thereupon become as valid and publicly and binding as if inserted in this Ordinance.

(2.) Such Rules shall be publicly notified in Chinese locally.
