SIR, With reference to my predecessor's Circular despatch of the 24th November, 1995, I have the honour to transmit to you, for publication or for such other action as may be considered desirable, copies of a further revise of the leaflet* issued by the University of London containing information as to degrees open to Colonial Candidates.

I enclose extracts* from a letter from the University in which mention is made of the principal changes which have been introduced as compared with the last issue of the pamphlet, and would call attention more particularly to the change made as regards the fee for Inter- mediate and Final Degree Examinations.

No. 169. The Governor-in-Council has under Section 45 of the Tramways Ordinance, 1883 (Ordinance No. 2 of 1883), approved the absolute assignment by the Hongkong High Level Tramways Company, Limited (in liquidation), of the whole of their undertaking (being Tramway No. 6 described in the said Ordinance) to the Peak Tramways Company, Limited.

No. 170. Mr. J. BRITESIA has been appointed Consul for Belgium at Hongkong, and His Majesty's Exequatur has been issued to him.

No. 171. His Excellency the Governor has been pleased to appoint JOSEPH Horsford KEMP to act as Registrar of the Supreme Court, Registrar of Companies, Official Adminis- trator and Official Trustec, during the absence on leave of ARATHOON SETH, I.S.O., or until further notice, with effect from 14th instant.

No. 172.-lis Excellency the Governor has been pleased to appoint W. S. BAILEY to be Acting Surveyor of Boilers of Steamships under 60 tons, during the absence on leave of E. O. MURPHY, with effect from the 28th instant.
