My attention has been drawn to the fact that the honour conferred on Mr. CHARLES FORD, the last head of this department when he was made a Companion of the Imperial Service Order in 1904 has not been mentioned before in this series of Annual Reports. I hasten to repair the omission. No one can appreciate more than his successor how well that

distinction was merited.
