(7) by the insertion, next after regulation 51, of the following regulation,-

54A. Except as in this regulation provided, for every permit granted under regulations 53 or 54 the fee of $20 for the year or part of the year, ending on the 31st day of December, during which such permit is in force, shall be payable by the holder: Provided that the fee for a special and temporary permit shall be $2 only.

(8) by the insertion, in and at the end of regulation 56, of the following

paragraph,-

The fee for each permit granted under this regulation shall be $2, payable on or before the issue of the permit.
