rendered incperative by warping or settlement or by dirt, and shall be capable of being opened by the cutting of a cord or the fusing of a link. Such cord shall be brought down to the stage to a position near the safety-curtain release and shall be suitably indicated.

14. The stage shall be ventilated to the satisfaction of the Building Authority.

15. The sashes and other moving parts of the lantern light shall be tested periodically to ensure their being in efficient working order. There shall be no obstruc- tion to the upward flow of air from the stage to the ventilators.

16. Subject as hereinafter provided these regulations shall apply to all buildings as aforesaid, whether already erected or hereafter to be erected: Provided that it shall be lawful for the Building Authority, after consultation with the Chief Officer of the Fire Brigade, to exempt any building for such period or periods as he may think fit, from all or any of the provisions of these regulations: Any such exemption may be subject to such conditions as the Building Authority may see fit to impose: Provided. further that, as regards all buildings erected before the 31st day of December, 1931, exemption shall be deemed to have been granted as aforesaid until the expiration of not less than six months' notice in writing, signed by the Building Authority, posted on the building and published in the Gazette, that such building is not exempt from the said provisions or such of them as may be specified in the notice.

17. The owner and the licensee of any building as aforesaid in respect of which any failure to comply with any provision of these regulations shall be proved to exist or to continue shall upon summary conviction be liable to a fine not exceeding One thousand dollars.

It is hereby declared by order of His Excellency the Governor in Council that Swatow is a place at which an infectious or contagious disease, namely, cholera, prevails.
