Artificer Engineers, however, being Warrant Officers, should make their applications in the same manner as that laid down for other officers of the Royal Navy.
7. Time and Place of Examination.-The times and places at which exam- inations are held are as follows:-
Place.Government Marine Surveyor's Office.
Days. Every Tuesday of each week.
N.B. The examination days are liable to occasional alteration.
8. Application for Examination.-Every applicant for examination must fill up a form of application, and pay the appropriate fee, at the Harbour Office, signing the declaration on the form of application in the presence of the Harbour Master. The form, properly filled in, together with the applicant's certificate of apprenticeship, testimonials, discharges, etc., should be lodged at least three days before the day of examination with the Harbour Office, who will forward these documents to the Examiner of Engineers. The Examiner is, as a rule, responsible for seeing that the applications are in order and that the applicants' qualifications are sufficient.
9. Inquiries.-Persons wishing to inquire as to their eligibility for examination must fill up application forms, submit their papers, and pay the appropriate fees in the same way as applicants for examination.
10. Proof of Nationality.-Every applicant for a certificate of competency of any grade will be required to produce proof of nationality.
Proof of British nationality will, in ordinary circumstances, involve the production of a birth certificate or of a certificate of naturalisation. If an applicant for examination cannot produce such a certificate he should be asked to furnish such documentary evidence of nationality, or of birth and nationality of parents, as he may be able to obtain.
If the applicant is not a British subject he will as a rule, be able to produce some official document testifying to his nationality. If there is any doubt as to the authen- ticity of such document, the Examiner should consult the Consular Officer of the nation to which the applicant belongs. If necessary, the case should be remitted to the Prin- cipal Examiner for consideration.
11. Age. Should any doubt exist as to the age of an applicant, he will be required. to produce a certificate of birth.
12. Fee Must be Paid.-Applicants for examination, and persons inquiring as to their eligibility for examination, will be required to pay the examination fee before any step is taken towards inquiring into their services or testing their qualifications, etc. If any applicant is found not to be qualified, the fee will either be returned to him or placed to his credit until he is qualified.
13. Payment of Fees, and Penalty for Offering Gratuity. The fee for examination must be paid at the Harbour Office. If an applicant offers a gratuity to any servant of the Department, he will be regarded as having committed an act of miscon- duct, and will not be allowed to be examined for twelve months.
14. Table of Fees.-The following fees, respectively, are payable on each occasion on which an applicant presents himself for examination, either for a certificate of competency as Engineer, or for the endorsement of a certificate :-
