RICE BILL.--The Colonial Secretary moved that the Council go into Committee to consider the Bill intituled An Ordinance for the acquisition and disposal of Rice by the Hongkong Government, and for validating acts previously done.

The Attorney General seconded.

Question-put and agreed to.

On the motion of the Attorney General, it was agreed to insert a new clause in the Bill, in place of the original clause 4, as per the draft Bill dated September 12th, 1919.

On the motion of the Attorney General, it was also agreed that clause 14 be omitted. and that clause 15 should be renumbered 14 and that clause 16, as per the said draft Bill, should be inserted, but should be renumbered 15.

Question--put and agreed to.

On Council resuming, the Colonial Secretary moved that the Bill, as amended, be 'read a third time.

The Attorney General seconded.

Question-put and agreed to.

Bill read a third time and passed.

ADJOURNMENT.-The Council then adjourned sine die.

Resolution passed by the Legislative Council under section 31 of the Rating Ordinance,- 1901, Ordinance No. 6 of 1901, this 16th day of October, 1919.

Resolved by the Legislative Council that the percentages on the valuation of tene- ments payable as rates in the undermentioned area be altered as follows, with effect from the 1st of January, 1920 :--

The area bounded by the extension of Argyle Street on the North, by the extension of Waterloo Road on the South- East, by Victory Avenue on the North-East, and by the Kowloon-Canton Railway on or towards the West,

....from 7% to 13%.
