No. 355.-His Majesty the King has not been advised to exercise his power of dis- allowance with respect to the following Ordinance :-

Ordinance No. 2 of 1919.—An Ordinance to prohibit the carrying on of bank- ing business for the benefit of or under the control of certain persons.

APPOINTMENTS, &c.

No. 356. His Excellency the Officer Administering the Government has been pleased to appoint Mr. ROLAND ARTHUR CHARLIE NORTH to act as his Private Secretary, in addition to his other duties, during the absence from the Colony of Mr. RICHARD ARTHUR BRABAZON PONSONBY FANE or until further notice, with effect from this date.

No. 357. His Excellency the Officer Administering the Government has been pleased to appoint Mr. LEO LONGINOTTO to be a Justice of the Peace for the Colony of Hongkong.

6th August, 1919.

No. 358. His Excellency the Officer Administering the Government has been pleased to appoint, under section 4 of the Education Ordinance, 1913, Ordinance No. 26 of 1913, Mr. EDWIN RALPHS to act as Director of Education, in addition to his other duties, with effect from this date.

TRADING WITH GERMAN-AUSTRIA.

No. 359.In pursuance of powers reserved in the Trading with the Enemy Proclamations and all other powers thereunto him enabling the Officer Administering the Government, by direction of the Secretary of State for the Colonics, on behalf of His Majesty the King doth hereby give and grant licence to all persons and bodies of persons. resident, carrying on business or being in the Colony to trade and have commercial and financial transactions with persons or bodies of persons resident or carrying on business in German-Austria.

Provided always that any licence necessary in respect of any transactions under any prohibition of export or prohibition of import for the time being in force in the United Kingdom or the Colony has been first obtained.

Provided also that this licence shall not permit any person or body of persons to pay to or for the benefit of any person or body of persons resident or carrying on business in German-Austria any sum of money which by the terms of the Trading with the Enemy Ordinances 1914 to 1916 or any of them is required to be paid to the Custodian appoint- ed under the Trading with the Enemy Second Amendment Ordinance, 1915, but such sum of money must be paid to the said Custodian.
