No. 243. The Honourable Mr. LAU CHU-PAK gave notice, on the 8th May, 1919, of the following question:-

In view of the stringent and drastic measures that have been and are being. taken by the Chinese Authorities in Kwongtung to root out bad characters in the districts adjacent to this Colony, what steps have the Government taken or propose to take to prevent such people from using this Colony as a field for their activities?

The reply thereto is as follows:-

The Government has no information regarding the measures referred to. It is thought inadvisable to make public the methods which are adopted for dealing with undesirable characters.

No. 244. The Horourable Mr. C. G. ALABASTER, O.B.E., gave notice, on the 16th May, 1919, of the following question :--

Will the Government take steps to provide juvenile offenders in Gaol with. employment and elementary instruction during part of each day outside their cells, instead of keeping them in cells for 22 or 23 hours out of every 24, a confinement which must be injurious to them physically, mentally, and inorally?

The reply thereto is as follows:-

Arrangements have been made for juvenile offenders to work in association in the gallery of F. Hall daily from 6.30 a.m. to 4 p.m., Saturday afternoons and Sundays excepted.

Their work will generally consist of oakum picking, envelope making, or light tailoring.

In 1918 the daily average of juvenile offenders in the Gaol was two, and the length of sentence was in most cases very short.

No. 245.-His Excellency the Officer Administering the Government has been pleased to appoint Mr. ROBERT BAKER to act as Manager of the British Section of the Kowloon-Canton Railway, in addition to his other duties, during the absence on leave of Mr. HERBERT PINCKNEY WINSLOW or until further notice, with effect from the 22nd May,

1919.

No. 246.-His Excellency the Officer Administering the Government has been pleased to appoint Mr. JOHN JOHNSTONE, provisionally and subject to His Majesty's pleasure, to be an Unofficial Member of the Legislative Council, vice the Honourable Mr. DAVID LANDALE, retired, with effect from the 23rd May, 1919.

No. 247. His Excellency the Officer Administering the Government has been pleased to appoint Mr. CECIL GRAHAM PERDUE to act as Assistant Superintendent of Police during the absence on leave of Mr. THOMAS HENRY KING or until further notice, with effect from the 17th May, 1919.
