No. 139. It is hereby notified that His Excellency the Officer Administering the Government has been pleased to appoint Mr. ALAN EUSTACE Woop to be a Magistrate under the provisions of Section 7 of the Magistrates Ordinance, 1890, Ordinance No. 3 of 1890, with effect from the 29th March, 1919.
His Excellency the Officer Administering the Government has further been pleased to authorise Mr. ALAN EUSTACE WOOD, under the provisions of Section 58 of the New Terri- tories Regulation Ordinance, 1910, Ordinance No. 34 of 1910, to hold a Small Debts Court in the New Territories at the following places :
The Magistracy, Taipo, and the charge rooms of the Police Stations at Au Tau,
Sha Tau Kok, and Sai Kung, with effect from the same date.

COLONIAL SECRETARY'S DEPARTMENT.
No. 140.-It is hereby notified that the following telegram has been received from the Chief Censor in England :-
Commercial telegrams may be exchanged with the inhabitants of German territory on left bank Rhine now in occupation of Allied Forces provided such telegrams relate only to supply of goods to that territory.
Personal telegrams may not be exchanged with inhabitants but are permissible
in communication with members of Allied Occupying Forces.
These instructions do not apply to telegrams exchanged with Alsace Lorraine
or Luxemburg.
Telegrams to and from Alsace Lorraine are allowed under the same conditions
as to and from France.
Telegrams to and from Luxemburg are allowed as to and from neutral coun-
tries in Europe.
No. 141.--With reference to Government Notifications Nos. 71, 86, 96, and 106 of 1919, it is hereby notified that the following gentlemen have been appointed to form the Executive Committee of the Peace Celebration and War Memorial Committee:
