TOBACCO DUTIES.-The Colonial Secretary addressed the Council and moved the following Resolution :---

"It is hereby resolved that the Resolution of the Legislative Council passed on the 3rd day of August, 1916, which imposed certain duties on tobacco, be repealed, and that the duties to be paid on tobacco as from and including the date of publication of this resolution in the Gazette shall be those specified in the Schedule hereto, * the duties specified in the third columns of Parts I, II and III of the said Schedule being payable irrespective of the accuracy of the figures in the first columns thereof."

The Attorney General seconded.

Question put and agreed to.

QUESTIONS.—Mr. DODWELL, pursuant to notice, asked the following questions:-

1. What control have the Police over the chair coolies in the Colony ?

2. What is the cause of the supply of chairs invariably being inadequate on` wet days ?

3. Is it not possible to remedy this serious inconvenience to the Public, and generally to exercise

more control over both the chair and the jinrikisha traffic?

4. Cannot steps be taken by the Government that will lead to a gradual, if not to an immediate,

improvement in the local jinrikishas ?

The Colonial Secretary replied.

ARMS AND AMMUNITION BILL.-The Attorney General addressed the Council and moved the Second reading of the Bill intituled An Ordinance to amend further the Arms and Ammunition Ordinance, 1900.

The Colonial Secretary seconded.

Question-put and agreed to.

Bill read a second time.

Council in Committee on the Bill.

On the motion of the Attorney General the word "and" was inserted before the word "with" in the fourth line of section 1.

On Council resuming, the Attorney General reported that the Bill had passed through Committee with one amendment and moved that it be read a third time.

The Colonial Secretary seconded.

Question-put and agreed to.

Bill read a third time and passed.

ADJOURNMENT.-The Council then adjourned until after the meeting of the Finance.

Committee.

REPORT OF THE FINANCE COMMITTEE.-On Council resuming, the Colonial Secretary reported that the Finance Committee had approved Financial Minutes Nos. 105 to 115, and he moved their adoption.

The Colonial Treasurer seconded.

Question-put and agreed to.

ADJOURNMENT.--The Council then adjourned sine die.
