PART 4.
The duty payable upon all cigarettes, cigars and tobacco of any kind whatsoever not otherwise specified in this Schedule shall be at the rate of $1.50 per lb., provided that it shall be lawful for the Superintendent to fix such lower rate of duty as he may think fit in any such case.
