Details The Examination Service will be established at 1800 hours. After this time all ships wishing to enter Penang are to proceed to the Examination Ancho- rage in the position shown above.
2. Pilotage will be compulsory inside the North Channel Light Vessel, except for Local and Home Trade ships.
3. The Southern approach to Penang Harbour will be closed to all incoming vessels. By day three red balls will be shown from Pulo Rimau Lighthouse and by night three red lights vertically.
4. Examination steamer will wear by day a Blue Ensign and, at the Fore Head, the special examination flag consisting of a square flag (White and Red Horizontal surrounded by a blue border) and by night three white lights shown vertically six feet apart.

On the 3rd October, 1939, and until further notice, a crane lighter with two junks alongside will be working within an area bounded by the following positions :-

Lat. 22° 17′ 36′′ N.
Long. 114° 10' 1" É.
3.
Lat. 22° 17' 40" N.
Long. 114° 10′ 113" E.
4.
Lat. 22° 17′ 43′′ N.
Long. 114° 10' 8" E.
The crane lighter will display by day a red flag and by night a green light over a white light.
Masters of all passing vessels are warned to keep well clear of these craft and to proceed as slow as possible compatible with the safety of their vessels.
Notice to Mariners No. 85/1939 will be cancelled on the above coming into force.
