Date. Noon, September 6th, 1939.
Details.-The Examination Service will be established at Noon on Wednesday, September 6th. After this time all ships wishing to enter Singapore are to proceed to the Examination Anchorage in the position shown above and are to enter through Selat Sinki from the westward.
2. Pilotage to and from Keppel Harbour is compulsory from this date with the exception of British Vessels engaged in local trade, and pilots will be found in the vicinity of the Examination Anchorage.
3. Ships bound for the outer or inner Roads must first proceed to the Examination Anchorage and when cleared must proceed west through Selat Sinki, then south, and through the Main Straits.
The special signal with which they will be provided when cleared is to be kept flying until they arrive at their anchorages.
4. The Examination Steamer will wear by day a Blue Ensign and, at the Foremast Head, the special Examination flag (White and Red Horizontal surrounded by a blue border) and by night 3 white lights shown vertically six feet apart.
