No. 1188. His Excellency the Governor has been pleased to approve the following promotion in the Hong Kong Volunteer Defence Corps, with effect from 5th December, 1939:-

NOTICES
COLONIAL SECRETARY'S DEPARTMENT.
With reference to Government Notification No. 883 published in the Hong Kong Government Gazette No. 61 of the 29th September, 1939, containing a list of countries which have either ratified or acceded to the International Conven- tion for the Safety of Life at Sea, 1929, or to which the Convention has been applied in accordance with Article 62 thereof, it is hereby notified for general information that pursuant to Article 57 of the said Convention the Govern- ment of the United States of America, after suitable trials, is satisfied that hand propelling machinery, installations are. satisfactory for propulsive purposes in lifeboats certified to carry one hundred or more persons. Accordingly the Government of the United States gave notice on the 31st August, 1939, that hand propelling machinery may be installed in such lifeboats in lieu of the motor propelled machinery required by Regulation XXXVI (q) of the said Convention, and that the said boats with approved hand pro- pelling machinery installations are authorized to be carried as part of the vessel's lifesaving equipment on all American vessels engaged on International voyages. Except for this particular the said boats must comply with the requirements of the said Convention.

ORDINANCE No. 32 of 1939.
(COMPULSORY SERVICE).
His Excellency the Governor has been pleased, pursuant to Section 11 (7) of the Compulsory Service Ordinance, 1939, to permit FRANCIS JOSEPH CROSBIE to quit the Hong Kong Defence Reserve, with effect from 13th December, 1939.
