any of the British countries or territories enumerated above, the registration of which in any of them has been cancelled or has lapsed, unless it is for the time being registered in a Dominion, territory administered by the Government of a Dominion, India, Burma or Southern Rhodesia or in a foreign state; a similar sanction is required for similar transactions in respect of any airframe, aero-engine or airscrew (not com- prised within a complete aircraft) which is not affected by the legislation within any of the British countries or territories enumerated in para. 1 above.

3. Any such transactions effected after 1st September, 1939, without the sanction of the Secretary of State for Air are void, and the persons effecting or purporting to effect them are liable to heavy penalties.

4. Persons desirous of carrying out any of the trans- actions specified above should, in the United Kingdom, apply to the Director General of Civil Aviation, Air Ministry (C.II. 7A), Bristol, on C.A. Form 132 in the case of complete aircraft, or C.A. Form 135 in the case of an airframe, aero- engine or air-screw not forming part of a complete aircraft. Elsewhere in the British countries and territories enumerated above, such persons should apply to the Director of Civil Aviation or the Registrar of Aircraft or other responsible civil aviation authorities, and should supply full information regarding the proposed transaction for submission to the Secretary of State for Air for his consideration.

5. Owners of British aircraft are hereby further notified that under the Air Navigation (Provisional) Order, 1939, which also became effective on 2nd September, 1939, the registration of an aircraft registered in Great Britain and Northern Ireland will not lapse upon any change of ownership, destruction or withdrawal of the aircraft from use, or if the owner ceases to be a person, company or corporation entitled to be registered as the owner of an aircraft registered in Great Britain and Northern Ireland, but such registration may be cancelled by the Secretary of State for Air, if he thinks fit, upon the receipt of a notification on C.A. Form 134 from the appropriate person. Pending cancellation, the aircraft remains on the register of British aircraft registered in Great Britain and Northern Ireland. A notification must be sent to the Air Ministry as formerly, but the penalty for a failure to send a notification is increased.
