7. Volunteer (No. 2) Amendment Bill.-The Attorney General addressed the Council and moved the First reading of a Bill intituled "An Ordinance to amend further the Volunteer Ordinance, 1933.”

The Colonial Secretary seconded.

Question-put and agreed to.

Bill read a first time.

8. Essential Commodities Reserves Bill.-The Attorney General addressed the Council and moved the First reading of a Bill intituled "An Ordinance to provide for the maintenance of reserve stocks of commodities which would be essential for the vital needs of the community during war or other public emergency; for the registration of importers of such commodities and for purposes incidental to or connected with the matters aforesaid.”

The Financial Secretary seconded.

Question-put and agreed to.

Bill read a first time.

9. The Financial Secretary addressed the Council and moved the following

resolution:

That the draft estimates of expenditure for 1940-41 be approved.

The Colonial Secretary seconded.

The Honourable Sir HENRY EDWARD POLLOCK, Kt., K.C., LL.D., addressed the Council and moved an amendment to the Resolution, that the draft estimates be referred, for consideration in detail, to a Select Committee consisting of the Colonial Secretary, Financial Secretary and all Unofficial Members. The Honourable Mr. STANLEY HUDSON DODWELL seconded.

Question-put and agreed to.

His Excellency the Governor called upon the Financial Secretary to provide

members with details of the new duties on liquor and petrol.

The Honourable Financial Secretary made a statement regarding these duties.

ADJOURNMENT.

10. The Council then adjourned sine die.

Ordinance No. 37 of 1939.-An Ordinance to amend further the Volunteer

Ordinance, 1933.

Ordinance No. 38 of 1939.—An Ordinance to provide for the maintenance of

reserve stocks of commodities which would be essential for the vital needs of the community during war or other public emergency; for the registration of importers of such commodities and for purposes incidental to or connected with the matters aforesaid.
