Order.
WIIEREAS I. Sir GEOFFRY ALEXANDER STAFFORD NORTHCOTE, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in-Chief of the Colony of Hong Kong and its deem it Dependencies and Vice-Admiral of the same, expedient to exercise the powers conferred on me by regulation 46 of the Defence Regulations, 1939 :
NOW I, the said Governor, by virtue of the powers in that behalf vested in me by that regulation, DO HEREBY ORDER AND DIRECT as follows:
1. Within four hours after any ship enters and anchors in or secures to a buoy or wharf in the Harbour the ship's agents shall deliver to the Superintendent of Imports and Exports and to the Secretary of the Shipping Control Board, each at his office, one copy of the complete ship's manifest for Hong Kong and ports beyond.
2. The agents of every ship which leaves the Colony shall, not less than twelve hours before the ship sails, deliver to the Superintendent of Imports and Exports and to the Secretary of the Shipping Control Board, each at his office, one copy of the complete ship's export manifest, that is, a manifest of all cargo put on board or to be put on board the ship at Hong Kong.
