84. If any person contravenes or fails to comply with Penalties. any of these regulations, or any order or rule made under any of these regulations or any direction given or requirement imposed under any of these regulations, he shall be guilty of an offence against that regulation; and, subject to any special provisions contained in these regulations, a person guilty of an offence against any of these regulations shall-

(1) on summary conviction, be liable to imprisonment for a term not exceeding three months or to a fine not exceed- ing two thousand dollars, or to both such imprisonment and such fine, or

(2) on conviction on indictment, be liable to imprison- ment for a term not exceeding two years or to a fine not exceeding ten thousand dollars, or to both such imprisonment and such fine.

When any order is made under the provisions of Publicity these regulations, the Governor, or other authority issuing the order, shall cause notice of the effect of such order to " be given as soon as may be in such manner as he thinks necessary for bringing it to the notice of all persons who in his opinion ought to have notice of the order.

90.
