(2) for messages received by wireless or telegraph for retransmission to ships or aircraft from-

3. Messages shall be transmitted by wireless to ships or aircraft only on condition that, in addition to the fees prescribed in regulations 1 and 2, there shall also be paid per word a reception fee of 40 cents Hong Kong currency, or such lesser fee payable to the ship or aircraft receiving the message as is set out in the current list published by the Bureau of the International Telecommunication Union at Berne.
4.-(1) The rates per word prescribed for the reception from a ship or aircraft of a message destined for Hong Kong shall be the same as those prescribed under regulation 1 (2) or 2 (2) for the transmission of a message to a ship or aircraft similarly registered.
(2) Such a message shall be delivered in Hong Kong on condition that the prescribed fee is first paid, unless the name of the ship or aircraft sending the message appears in the current list published by the Bureau of the International Telecommunication Union at Berne,
5. The rates prescribed for messages in code language shall be six-tenths of the rates prescribed by the preceding regulations.
6. The rates prescribed by these regulations shall be substituted for all rates hitherto prescribed and shall come into force on 1st April, 1939.
