No. S. 184.-It is hereby notified that sealed tenders in duplicate, which should be clearly marked "Tender for Ferries", will be received at the Colonial Secretary's Office until Noon on the 30th day of September, 1918, for a licence for the exclusive main- tenance of ferry services within the area defined in Regulation 1 of the Regulations made by the Governor in Council under section 5 of the Ferries Ordinance, 1917, Ordinance No. 28 of 1917, on the 30th day of May, 1918, and published in the Gazette on the 31st day of May, 1918, as Government Notification No. 204, between Yaumati, Mongkoktsui and Sham Shui Po on the North and that part of the coast line of the Island of Hongkong which lies between Blake Pier on the east and Belchers Point on the west.
Every tender and licence shall be subject to the regulations made under the Ferries Ordinance, 1917, by the Governor in Council on the 30th day of May, 1918, and published in the Gazette on the 31st day of May, 1918, as Government Notification No. 204 and to any regulation for the time being amending the same. The term of the licence shall be three years to commence on the 1st day of January; 1919.
The ferry vessels to be provided by the licensee shall be duly surveyed and licensed inder section 37 of the Merchant Shipping Ordinance, 1899, as enacted by the Merchant Shipping Amendment Ordinance, 1917, section 3. They shall be capable of a speed of not less than 94 knots, and shall be fitted with a navigation bridge, with water-tight bulkheads, and with a grille, approved by the Harbour Master, separating the first class accommodation in the bow from the rest of the launch. They shall be painted in such colours as the Harbour Master may direct, and shall be of such beam and depth as the Harbour Master may approve.
It is intended that the initial standard ferry service shall be one which is capable of being maintained by 12 ferry vessels, of not less than 70 feet overall measurement and with a speed of not less than 95 knots, two of the vessels being ferry vessels in reserve. The tenderers are at liberty to submit with their tenders lists which vary from the above standard as regards the lengths and number of the ferry vessels, but no such tender will he accepted unless in the opinion of the Harbour Master the ferry vessels contained in any such list are capable of providing the same standard of ferry service as is indicated above.
Every tenderer must submit with his tender a list of maximum charges for the carriage of animals, birds, goods, merchandise, minerals and parcels.
Every tenderer must deposit with the Colonial Treasurer the sum of $1,000 as security and shall forward the Treasurer's receipt therefor to the Colonial Secretary with his tender which amount will be returned to the unsuccessful tenderer in accordance with the regulations.
Forms of tender may be obtained on application to the Colonial Secretary's Office where copies of the Regulations may be seen.
The Government does not bind itself to accept the highest or any tender.
