1. The Council met pursuant to adjournment. His Excellency the Officer Admin-
istering the Government occupied the Chair.

2. The Minutes of the Meeting held on the 21st November, 1940, were confirmed.

3. The Honourable the Secretary for Chinese Affairs, (Mr. BRIAN CHARLES KEITH HAWKINS, Acting), took the Oath of Allegiance and assumed his seat as a Member of the Council.

4. The following papers were laid on the table:
The Defence (Entry Restrictions) Regulations, 1940, made by the Officer Administering the Government under the Emergency Powers (Colonial Defence) Order in Council, 1939, and the Emergency Powers (Colonial Defence) (Amendment) Order in Conueil, 1940, dated 19th November, 1940.
The Trading with the Enemy (Specified Territories) (No. 2) Order, 1940, made by the Officer Adininistering the Government under section 2 (1) (e) of the Trading with the Enemy Ordinance, 1914, Ordinance No. 25 of 1914, as amended by regulation 2 of the Trading with the Enemy Ordinance, 1914, Amendment Regulations, 1940, dated 20th November, 1940.

5. The Colonial Secretary laid on the table the Report of the Finance Committee
(No. 9), dated 21st November, 1940, and moved its adoption.

MOTIONS.
6. Immigration Control Bill.--The Attorney General moved the Second reading of a Bill intituled "An Ordinance to regulate the entry and departure of persons into and out of the Colony, to prohibit the entry of undesirable. immigrants and to confer various powers in connexion therewith.”
The Colonial Secretary seconded.
The Honourable Mr. Lo MAN-KAM addressed the Council.
