By virtue of an order of the Controller of Trade, published as Government Notification 1231, every person who at the date of this request carries on any industrial or commercial enter- prise and
(a) owns or has any legal or beneficial interest in any cargo lying in any ship owned or controlled by any person who is an enemy (other than a ship owned or controlled by a person who was an enemy prior to the 9th day of April, 1940) or in any cargo which, having been landed from any such ship, is in the possession or control of the owner, chärterer or master thereof; or
(b) has or claims to have any cause of action whether in respect of such cargo or otherwise against any such ship or against the owner, charterer or master thereof.
is hereby requested to communicate to me before noon on the 23rd day of November, 1940, particulars of the cargo in which he has an interest, including particulars of any document of title in his possession, of any payment made by him in respect of freight charges and the nature and extent of the cause of action which is claimed to exist in respect of such cargo or otherwise against any such ship or against the owner, charterer or master thereof.

I, the Controller of Trade, in exercise of the powers conferred on me by Regulation 50 of the Defence Regula- tions, 1940, with the consent of His Excellency the Officer Administering the Government, HEREBY PROHIBIT the MOVEMENT of RICE from the Island of Hong Kong or from Kowloon or New Kowloon by sea anywhere, or from the New Territories by sea anywhere except by the Island of Hong Kong or to Kowloon or New Kowloon, EXCEPT BY LICENCE under my hand or under the hand of an officer of my department.
