COMMISSION passed under the Royal Sign Manual and Signet, appointing Major- General EDWARD FELIX NORTON, C.B., D.S.O., M.C., to be Officer Administering the Government of the Colony of Hong Kong and its Dependencies.

GEORGE THE SIXTH, by the Grace of God of Great Britain, Ireland and the British Dominions beyond the Seas King, Defender of the Faith, Emperor of India: to Our Trusty and Well-beloved EDWARD FELIX NORTON, Esquire, Major-General of Our Forces, Companion of Our Most Honourable Order of the Bath, Companion of Our Distinguished Service Order, upon whom has been conferred the Decoration of the Military Cross, Greeting.

WE do, by this Our Commission under Our Sign Manual and Signet, appoint you, the said EDWARD FELIX NORTON, to administer the Government of Our Colony of Hong Kong, and its Dependencies (hereinafter called Our said Colony") during Our Pleasure, with the Govern all the powers, rights, privileges, and advantages belonging or appertaining to the Office of the Governor and Commander-in-Chief whenever the said Office is vacant or the Governor is absent from Our said Colony, or is from any cause prevented from or incapable of, acting in the duties of his office.

II. And We do in such event hereby authorize, empower and command you to exercise and perform all and singular the powers and directions contained in any Letters Patent for the time being in force relating to Our said Colony, according to such Orders and Instructions as the Governor for the time being hath already received or may hereafter receive from Us, and to such further Orders and Instructions as you may hereafter receive from Us.

III. And We do hereby command all and singular Our officers ete, to give and loving subjects in Our said Colony and all others whom it may concern, to take due notice hereof, and to give their ready obedience accordingly.

Given at Our Court at Saint James's this thirtieth day of June, 1940, in the Fourth Year of Our Reign.
