(a) if screened, as far as is practicable, so that no direct light is cast above the horizontal; and

(b) if, unless the light is required for the conduct of work which cannot be temporarily discontinued, it is extinguished immediately on receipt of an air raid warning and kept extinguished until receipt of the RAIDERS PASSED signal.

(2) Any department or authority proposing to cause lights to be displayed by virtue of this paragraph shall give notice of the proposal to the Director of Air Raid Precan- tions. unless the work is so urgent that such notice is impracticable.

19.-(1) Light may be displayed from hand lamps or hand torches if it is dimmed by blue paint, by two thicknesses of blue cloth, or by the equivalent of such paint or cloth, is at all times directed downwards and is extinguished by any person having control of the lamp or torch immediately on receipt of an air raid warning and kept extinguished until receipt of the RAIDERS PASSED signal.

(2) While a person is engaged in any activity connected with the defence of the Colony or essential services for which such light as is afforded by an ordinary hurricane lamp is reasonably required, he may use such a lamp, if the lamp is so screened that no light is emitted upwards, if no more light is emitted in any other direction than is reasonably necessary, and if he extinguishes the lamp immediately on receipt of an air raid warning and keeps it extinguished until receipt of the RAIDERS PASSED signal.

20. Notwithstanding anything in this order-

(1) the Director of Air Raid Precautions may, subject to the following provisions of this paragraph, in his absolute discretion, on such conditions as he thinks fit, exempt any light from the provisions of this order;

(2) the Commissioner of Police, the Director of Air Raid Precautions, or any constable or air raid warden acting under the general or special direction of either of them, may in the event of actual or apprehended hostile attack prohibit or restrict the display of any light whatever.

21. The provisions of this order relating to the display of lights shall apply also, with any necessary adaptations, to the emission of flames, sparks or glare.

22. The Governor may at any time and from time to time declare an occasion to exist in any district or districts which-

(1) being an occasion of emergency or public danger, or

(2) for the purpose of experiment or practice for an occasion of emergency or public danger,

necessitates the coming into force of this order and there- upon and on the publication of such declaration in the Gazette, and so long as any such declaration subsists or for
