(3) In this paragraph and in paragraphs 8 and 9, "screened" means completely obscured with at least two thicknesses of ordinary blue close-woven cloth or with blue paint, or with the equivalent of such cloth or paint; and no such cloth or paint may be wetted, oiled, varnished or treated in any way to increase its translucency.
8.-(1) The provisions of this paragraph apply to any mechanically propelled vehicle employed in essential services.
(2) The vehicle may display the lights required by the traffic regulations only from authorized side-lamps, from one authorized head-lamp, and from a screened rear-lamp fixed so that its centre is not higher than 7 feet 6 inches above ground level.
9. Lights may be displayed for the interior illumination of any tramcar or omnibus if-
(a) the lamps from which the lights are displayed are screened so that no part of the bulb through which any light passes can be seen from any point outside the vehicle;
(6) the illumination produced at any point at the level of any of the seats in the vehicle does not exceed 0·1 foot candles; and
(c) the illumination produced at any point at ground level outside the vehicle does not exceed 0·001 foot candles.
10. Lights may be displayed in and for the purposes of any route number, route list or destination panel at the front, rear or side of a tramĉar or omnibus, if they are no more than sufficient for the inscription thereon to be just legible at a distance of 100 feet.
11. Notwithstanding anything in paragraphs 7 to 10, but subject to the provisions of paragraphs 12 and 14, every light on any vehicle shall be immediately extinguished on-
(a) receipt of an air raid warning; or
(b) demand made in that behalf by a constable or air raid warden,
and the vehicle, wherever it may be, shall pull in to the side of the road and stop and shall remain stopped with lights. extinguished until receipt of the RAIDERS PASSED signal.
12. A vehicle engaged in urgent work as a police, fire service or civil defence vehicle or as an ambulance may continue to display light from authorized side-lamps and from an authorized head-lamp, notwithstanding any air raid warning.
13.—(1) No vehicle shall be on a road during the hours of darkness unless it complies with the provisions of this paragraph.
(2) Every vehicle shall have white paint, or other white material not less conspicuous than white paint, applied or fixed to the bumpers, mudguards and running boards of the vehicle or, if the vehicle has no bumpers, mudguards or running boards, shall have the paint or material applied to or fixed in equivalent positions on the vehicle.
