with any particular apparatus, contrivance or appliance, as may be contained in the order have been complied with, and an order under this regulation may be made so as to apply either to a particular ship or to ships of a particular class,
(2) If any ship proceeds or attempts to proceed to sea in contravention of an order made under this regulation, the master of the ship and the person having the management thereof shall each be guilty of an offence against this regulation.
(3) An authorized officer may, in relation to any ship, take such steps, and use such force, as may appear to that person to be reasonably necessary for securing compliance with any order under this regulation relating to the ship, or, where au offence against this regulation has occurred in the case of the ship, for enabling proceedings in respect of the offence to be effectually taken.
