349.-(1) Every receptacle containing, or intended to contain petroleum stored at a petroleum refinery otherwise than in tanks shall-
(a) be impermeable to inflammable vapour,
(b) be made of galvanized sheet iron, steel or lead plate, (c) be fitted with well-made filling holes and well-fitting screw plugs or with screw or other air-tight metal caps.
(d) be of such construction as not to become leaky, defective, or insecure except in circumstances of grave negligence or extraordinary accident,
(e) if used to contain petroleum, be emptied of all its contents and rendered free from inflammable vapour before being repaired,
be filled only to such extent as will leave sufficient air space to allow of expansion of the contents, and
(g) unless the contents have a flash point above 150° Fahrenheit he labelled with the prescribed label before being despatched from the petroleum "refinery; Provided that it shall not be necessary to label with the prescribed label any tin containing any low flash liquid or high flash liquid if a triangular red label having sides not less than one inch in length is painted or otherwise marked on or securely attached to the top of the tin.
(2) Nothing in paragraph 1 (e) of this regulation shall prevent the repair, at the time of filling, of such small leaks in any receptacle as are normally repaired at such time.
(3)-(a) Every soldering iron which is used in any petroleum refinery for applying solder to any such receptacle and which is not heated by electricity, shall be heated in a place separate from that in which it is intended to be used.
(b) The sill of every opening between the place where any soldering iron is heated and the place where it is intended to be used shall not be less than three feet above the floor of the building in which such places are situate, and every such opening shall be provided with an iron shutter kept in proper working order and operating, for the purpose of closing the opening, in a downward direction,
PART XXII-TESTS.
350.-(1) The following tests are hereby prescribed for ascertaining the flash point of any dangerous goods or for testing for the presence of inflammable vapour any recep- tacle which has contained petroleum, that is to say, either-
(a) the test prescribed as appropriate by the Institution of Petroleum Technologists, or
(b) if no test has been so prescribed, the test which the Government Analyst shall decide and certify in writing to be appropriate.
(2) Any such decision of the Government Analyst shall be final.
