Group I.-Gunpowder, small-arm, nitro compound, dynamite, gelignite, and all other explosives of Classes 1 to 4, together with cartridges, made with the same, but not con- taining their own means of ignition, and safety fuze.

Group II-Safety cartridges, percussion caps, safety fuze, safety electric fuzes, and all other explosives of Class 6

Division 1.

Note. Safety cartridges may not be kept in a receptacle with any of the explosives in Groups I, III, IV or V.

Group III-Explosives of Class 6 Division 2 which contain exposed iron or steel may be kept with each other without any intervening partition or space.

Group IV.-Detonators, electric detonators, and all other explosives of Class 6, Division 3.

Group V.-Fireworks.

Section B.-Packing.

48. In this Section,

outer package means a box, barrel, case, or cylinder of wood, metal, or other solid material, of such strength, construction, and character that it will not be broken or accidentally opened, nor become defective or insecure whilst being conveyed, and will not allow any explosive to escape.

"inner package" means a substantial case, bag, canister, or other receptacle, made and closed so as to prevent any explosive from escaping.

"propellant" means an explosive of Class III, adapted and intended exclusively for use as a propelling charge in cannon or small arms.

49. The interior of every package shall be free from grit and otherwise clean.

50. Save as hereinafter provided there shall not be any iron or steel in the construction of any package unless the same is covered with suitable material so as effectually to prevent the exposure of such iron or steel.

51. No package when actually used for the packing of one explosive shall be used for the packing of any other explosive or of any other article or substance:

Provided that this regulation shall not probibit the pack- ing of inner packages containing a propellant in an outer package with inner packages containing a gunpowder or another propellant:

Provided also that this regulation shall not prohibit the packing of any article which is not of an inflammable or explosive nature, or liable to cause fire or explosion, in the same package as explosives of Class 6, Division 1.

52. Every blasting explosive of Classes 2, 3, or 4 in which nitrate of ammonium, nitrate of sodium, or chloride of sodium is used as an ingredient shall be contained in cartridge wrappers or cases (or in 5 lb. inner packages) made thoroughly waterproof with melted paraffin or other suitable waterproofing material.
