13.-(1) No passenger ship arriving at any port in the Colony and carrying more than 20 passengers and quantities or proportions of quantities of dangerous goods exceeding in the total the permitted quantity specified in Column 2 of the Table to this regulation shall leave such port with any additional or any other passengers or with any additional or any other dangerous goods unless-

(a) such quantity of dangerous goods as will reduce the quantity remaining on board to or within the permitted quantity specified in Column 2 of the said Table, (after taking into account the quantity of any additional dangerous goods to be loaded at such port) has been unloaded, and

(b) the permission of the Harbour Master has been obtained,

(c) any cylinders containing any Category 2 dangerous goods are-

(i) covered with coir rope matting or fitted with rope grummets or with squared metal shoes at each end or stowed in wooden cases,

(ii) stowed at least eight feet from the side of the vessel, under cover in cool and well-ventilated spaces, away from inflammable cargo and living quarters and not overstowed,

(iii) if stowed on deck, adequately secured and protected from damage in inclement weather and from the direct rays of the sun,

(iv) not stowed over holds containing coal, and

(v) not a portion of a cargo which also includes any Category 1 dangerous goods unless the engine room and boiler room spaces intervene between the holds which contain the Category 1 dangerous goods and, as the case may be, the
