8. 2 (1). he shall be liable on summary conviction to a fine of five hundred dollars.

(3) If any person prevents or obstructs the entry of the Treasurer, or of any person authorised by him in writing under this Ordinance, he shall be liable on summary con- viction to a fine of two hundred dollars.
