The Minutes of the last Meeting, held on the 3rd October, 1918, were confirmed. PAPERS. The Colonial Secretary laid on the table the following paper :-
Report on the Investigations of the Outbreak of Epidemic Meningitis in Hong- kong by First Lieutenant Peter K. Olitsky, M.R.C., U.S.A., of the Rockefeller Institute for Medical Research, New York.
His Excellency the Officer Administering the Government addressed the Council in connection with the Report.
