No. 448. The following General Licence issued by His Britannic Majesty's Minister to His Majesty's Consuls, replacing the General Licence of 1915, is published for general information.
GENERAL LICENSE UNDER KING'S REGULATIONS No. 1 OF 1917.
Whereas under the provisions of the King's Regulations No. 1 of 1917 prohibiting trading with the enemy all British subjects firms and corporations resident carrying on. business or being within the limits of the China Order in Council, 1904, were prohibited from doing certain acts and things save so far as licenses might be issued enabling them so to do And Whereas by Regulation 16 of the Regulations it was provided that nothing in the said Regulations should be deemed to prohibit anything that might at any time thereafter be expressly permitted by license granted by His Majesty or by a license given on behalf of His Majesty or by a Secretary of State or given on the like behalf by His Majesty's Minister in China whether such license be specially granted to individuals or be announced as applying to classes of persons Now Therefore I His Britannic Majesty's Minister in China hereby announce as follows:
1. In this license the words "person" and "enemy" shall have the same mean-
ings as are given to them in the said King's Regulations No. 1 of 1917. 2. Any person carrying on a retail business is permitted to supply to an enemy for cash only, and for his immediate needs, articles of clothing, drugs, foodstuffs, wines, spirits, waters, and other provisions and other articles of ordinary household use and consumption.
3. Any person at the date of this license occupying any land, building, flat, apartment, room, or other premises of whatever description belonging to an enemy may be permitted to occupy and pay rent for the same during the now unexpired term of any existing lease or tenancy of the same (but not during any extension or renewal of the same even if covenanted for in such existing agreement of letting) Provided that such person shall within one week of the publication of this License report to the Officer in charge of the British Consulate of the Consular District within which such land or other premises are situate full particulars of such existing lease or tenancy; and provided he shall duly receive through the said Consulate the permission of His Majesty's Minister to occupy such premises for the remainder of the said term or for such lesser period as His Majesty's Minister may direct.
4. Any person being the lessor of any land, building, flat, apartment, room, or other premises of whatever description which at the date of this License are in the occupation of an enemy may be permitted to allow the con- tinuance of such occupation during the now unexpired term of any existing lease or tenancy of the same (but not during any extension or renewal of the same even if covenanted for in such existing agreement of letting) Provided that such person shall within one week of the publication of this License report to the Officer in charge of the British Consulate of the Consular District within which such land or other premises are situate full particulars of such existing lease or tenancy; and provided that he shall duly receive through the said Consulate the permission of His Majesty's Minister to allow such occupation for the remainder of the said term or for such lesser period as His Majesty's Minister may direct.
5. Any person supplying gas, water or electric current is permitted to supply
the same with fittings necessary therefor to an enemy.
6. Any British Municipality is permitted to perform its accustomed services to
or for the benefit of an enemy.
7. Any person carrying on the profession of a medical practitioner, surgeon, or dentist is permitted in case of emergency to attend and treat an enemy as a patient.
8. The General License given by His Majesty's Minister under King's Regula-
tions No. 10 of 1915, dated July 29th, 1915, is hereby revoked.
