INTERNATIONAL RADIOTELEGRAPH CONVENTION

OF WASHINGTON, 1927.

Conditions under which existing First and Second Class certificates of proficiency in Radiotelegraphy issued under the 1912 Convention may be exchanged for the new certificates necessary under the 1927 Convention.

Existing First and Second class certificates of proficiency in Radiotelegraphy issued under the Radiotelegraph Convention of London, 1912, will be replaced by new certifi- cates granted in conformity with the Radiotelegraph Convention of Washington, 1927, under the following conditions :

(1) A First Class certificate issued under the 1912 Convention will be exchanged on application and without examination for a Second Class certificate issued under the 1927 Convention, to which it is equivalent.

(2) A Second Class certificate issued under the 1912 Convention will be exchanged for a Second Class certificate issued under the 1927 Conven- tion provided that the holder passes the operating test of the new Second Class standard, viz.: transmitting, and receiving by ear, messages in plain language at a speed of 20 words a minute, and in code groups at a speed of 16 groups a minute.

A fee of $5 will be charged for the Morse examination, and applica- tions should be made by letter to the Postmaster General, General Post Office, Hong Kong.

Second Class certificates issued under the 1912 Convention will not remain valid after 31st December, 1929.

(3) Existing First and Second Class Coastal Wireless certificates will be exchanged on application without examination for Special "A" and Special "B" certificates respectively, issued under the 1927 Conven- tion, to which they are equivalent.

(4) Until 31st December, 1931, the holder of an existing First Class certificate issued under the 1912 Convention will be considered for the grant of a First Class certificate issued under the 1927 Convention, without taking the full examination, provided he can satisfy the following conditions:-- (a) That he passes the operating tests for the new certificate, viz.:

Transmitting, and receiving by ear, messages in plain. language at a speed of 25 words a minute, and in code groups at a speed of 20 groups a minute. A fee of $5 will be charged for this examination.

(b) That his existing certificate has been endorsed for C. W., or that he has had twelve months' actual sea service on board ships fitted with C.W. transmitting and receiving apparatus.

(c) That he has had twelve months' actual sea service on board

ships fitted with D.F. apparatus.

The production of a Board of Trade discharge book will be regarded as satisfactory evidence of service, provided it bears the Board of Trade stamp "First Grade"; or, alternatively, a Board of Trade certificate showing that the candidate is qualified to act as a First Grade operator. (5) An operator who cannot satisfy the conditions in (4) above can obtain a First Class certificate issued under the 1927 Convention only by passing the full examination.
