4. If the Director of Public Works exercises any of the powers conferred on him by Regulation 3 of these regulations, any person who thereby incurs any direct loss by reason of interference with his property or business shall be entitled to reasonable com- pensation in respect of such loss, such compensation to be determined in case of dis- agreement by the tribunal referred to in Regulation 5 of these regulations.
5. The tribunal referred to in Regulations 2 and 4 of these regulations shall consist of such one of the Judges of the Supreme Court as the said Judges may mutually agree, and two assessors, one appointed by the Governor and one appointed by the claimant to hire or compensation. The said assessors shall assist the said Judge with information and advice as he may require, but the decision of any claim shall rest solely and finally with the said Judge.
