SIR, I have the honour to transmit to you the accompanying Memorandum * con- taining particulars of a scheme under which scholarships tenable at British Universities and higher Technological institutions are offered by the Executive Committee of the Lord Kitchener National Memorial Fund to suitable disabled officers and men of the forces of the Colonies and Protectorates.
2. I understand that about six of these scholarships in all are likely to be available at present for candidates from the Colonies and Protectorates, including any who may be recommended by the various War Committees in this country which are looking after the contingents from the various Colonies and Protectorates. Copies of the enclosed Memorandum will be sent to these Committees.

Rules made by the Governor in Council under Section 18 of the Prison Ordinance, 1899, Ordinance No. 4 of 1899, on the 16th day of May, 1918.
The Rules made by the Governor in Council under Section 18 of the above Ordi- nance and published on pages 471 to 536 of the Regulations of Hongkong, 1914, are hereby amended as follows:
Rules 45 and 218 are hereby repealed and there shall be substituted for rule 218 the following:--
218. All money and other effects brought into the prison by pri- soners or sent to the prison for their use shall be placed in the custody of the Assistant Superintendent who shall keep an account thereof.. Articles of a perishable or dangerous nature may at the discretion of the Assistant Superintendent be destroyed.
Any sum of money so received if in foreign currency shall at the option of the prisoner be either converted into Hongkong currency at the rate of the day the prisoner being informed of the amount so stand- ing to his credit in Hongkong currency or remain in the same currency as when brought or sent into the Gaol. Any sum in foreign currency which shall not be so converted shall if it exceeds in value $5 be deposited in the Colonial Treasury in the name of the prisoner.
All such money or other effects shall be restored to the prisoners on their discharge, except such articles as it may be considered necessary to destroy.
When the amount of money belonging to any prisoner or received on his behalf exceeds $5 Hongkong currency the Assistant Superinten- dent shall pay the same into such bank as shall be nominated by the Governor for the purpose.
