5. This Proclamation shall be read as one with the Trading with the Enemy (Statutory List) Proclamation, Hongkong, 1916, No. 3.

LICENCE.
Licence (covering acts to be done within the Colony of Hongkong) to Insurance Com- panies engaged in non-Enemy countries in the business of Insurance to fulfil, complete and carry into effect Fire Insurance Contracts made in such countries prior to the fifth day of April, 1918, with, or through the agency of, any person or body of persons mentioned in the Statutory List.
TO ALL WHOM IT MAY CONCERN.
I, Sir FRANCIS HENRY MAY, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies and Vice-Admiral of the same, hereby give and grant unto every person or body of persons, incorporated or unincorporated, resident, carrying on business, or being in the Colony of Hongkong, who, being engaged in any non-enemy country in the business of Insurance, did in that country prior to the 5th day of April, 1918, make any contract of Fire Insurance with, or through the agency of, any person or body of persons mentioned in the Statutory List of persons, with whom trading is forbid- den by any Proclamation issued under the Trading with the Enemy (Extension of Powers) Ordinance, 1916, full licence and authority, so far as relates to any acts to be done within the Colony of Hongkong, to have commercial intercourse, and to transact all necessary business with regard to such contract and to all matters arising thereout, with, and to receive and to pay all sums of money payable under such contract from, or to, the person or body of persons with whom such contract has been made, and generally to do all things necessary for fulfilling, completing and carrying into effect such contract, in as full and ample a manner as if permission to carry on the business of fire insurance with, or through the agency of, any person or body of persons mentioned in the Statutory List had not been withdrawn by the Trading with the Enemy (Statutory List) Proclamation issued on the 5th day of April, 1918.

It is hereby notified for general information that the new regulations concerning the admission of foreigners to the Kuangtung leased territory and South Manchurian Railway zone are being strictly enforced. Travellers are required to have passports or certificates of nationality with photograph and visé by Japanese diplomatic or consular officer.
