(2.) The Governor-General of India, and the Governors of Ceylon, Hongkong, and the Straits Settlements shall cause this Order to be proclaimed in the Territories and Colonies under their respective Governments.
(3.) The Governor, as defined in the Straits Settlements and Protected States Fugitive Offenders Orders in Council, 1916 and 1917, shall cause this Order to be pro- claimed in the Protected State in which he exercises the functions of Governor for the purposes of the Fugitive Offenders Acts, 1881 and 1915.
And the Right Honourable Edwin Samuel Montagu and the Right Honourable Walter Hume Long, two of His Majesty's Principal Secretaries of State, are to give the necessary directions herein accordingly.

AT THE COURT AT BUCKINGHAM PALACE,
THE 16TH DAY OF JANUARY, 1918.
PRESENT,
THE KING'S MOST EXCELLENT MAJESTY IN COUNCIL.
WHEREAS on the 20th day of January, 1914, an International Convention for the
Safety of Life at Sea, and for purposes incidental thereto was duly entered into by His Majesty and the other ignatory Powers more especially referred to and set out in the said Convention :
An Act to make such And whereas a Statute 4 & 5 Geo. V, c. 50, intituled amendments of the law relating to Merchant Shipping as are necessary or expedient to give effect to an International Convention for the safety of Life at Sea" (being the Con- vention above referred to) was passed on the 10th day of August, 1914, the short title of which is "The Merchant Shipping (Convention) Act, 1914":
And whereas by Section 29, Sub-section 5, of the said Act it was provided as follows:
"This Act shall come into operation on the 1st day of July, 1915: "Provided that His Majesty may, by Order in Council, from time to time post- pone the coming into operation of this Act for such period, not exceeding on any occasion of postponement one year, as may be specified in the Order":
And whereas by Order in Council dated the 2nd day of June, 1915, His Majesty did postpone the coming into operation of the said Act until the 1st day of January, 1916:
And whereas by Order in Council dated the 30th day of November, 1915, His Majesty did further postpone the coming into operation of the said Act until the 1st day of July, 1916:
And whereas by Order in Council dated the 23rd day of May, 1916, His Majesty did further postpone the coming into operation of the said Act until the 1st day of January, 1917:
And whereas by Order in Council dated the 22nd day of December, 1916, His Majesty did further postpone the coming into operation of the said Act until the 1st day of January, 1918:
And whereas His Majesty deems it expedient, owing to a state of War, that the pro- visions of the Merchant Shipping (Convention) Act, 1914, should be further postponed:
