2. Passports of persons, whose voyage terminates at Manila, after delivery to a Customs officer, by whom a receipt therefor will be issued, shall be deposited in the Office of the Assistant Secretary to the Governor-General, where those issued to citizens of the United States will be retained, and those belonging to aliens transferred to the Consul of the nation of which the holder is a citizen.
3. At Philippine ports other than Manila, the same procedure shall be followed, except that passports shall be retained in the custody of Collector of Customs unless they belong to citizens of foreign countries that have local Consular representation.
4. Passports of transit passengers who are making a continuous voyage and who intend departing on the identical vessel upon which they arrive, will be retained in the Office of Philippine Government Pier No. 5, and, in lieu thereof, a shore permit will be issued to the owner, which shall be surrendered in exchange for the passport upon the owner's departure.
5. These requirements shall apply to officers and members of crews of foreign vessels, who will not be permitted to land at Philippine ports without passports or seamen's certificate of nationality bearing a photograph of the owners. The same prodecure that applies to transit passengers will be followed in such cases.
6. Philippine Customs officers shall give due publicity to the terms of this circular, which shall be effective from date hereof.

The Crown Lessee and Registered Owner of Inland Lot No. 1767.
WHEREAS by an Indenture of Crown Lease dated the Twenty-third day of January One thousand nine hundred and seven ALL THAT piece or parcel of Ground situate in the Happy Valley in the Colony of Hongkong and registered in the Land Office of the said Colony as INLAND LOT No. 1767 was demised by His late Majesty King Edward VII to the above named James Henry Mountiford Beasley for the term of Seventy-five years from the Eighth, day of September One thousand nine hundred and six for the purpose of a pavilion for the Garrison Recreation Club and for no other purpose:
AND WHEREAS in the said Indenture of Crown Lease it is provided that His Majesty the King Ilis Heirs Successors and Assigns shall have full power to resume enter into and retake possession of the said Lot if required for the improvement of the Colony of Hongkong or for any other public purpose whatsoever three calendar months' notice being given to the said James Henry Mountiford Beasley of its being so required :
Now NOTICE IS HEREBY GIVEN to the said JAMES HENRY MOUNTIFORD BEASLEY that the piece or parcel of ground demised by the said Indenture of Crown Lease is required for a public purpose and that on the expiration of the period of three calendar months from the date hereof the said piece or parcel of ground known as INLAND LOT No. 1767 will be resumed and re-entered upon in the name and on the behalf of OUR SOVEREIGN LORD THE KING and thereupon the term and estate created by the said Indenture of Crown Lease shall cease determine and be void.
