No. 16.-His Excellency the Governor has been pleased to re-appoint, provisionally and subject to His Majesty's pleasure, the Honourable Mr. HENRY EDWARD POLLOCK, K.C., to be an Un-official Member of the Legislative Council for a further period of six years, with effect from the 17th January, 1918.

No. 17. The following notification which appeared in the London Gazette of the 2nd November, 1917, is published for general information.
CARGOES EX ENEMY VESSELS IN PORTUGUESE HARBOURS.
FOREIGN OFFICE,

With reference to the notifications which were published in the London Gazette of May 30, 1916, and July 24 and August 3, 1917, respecting the release of allied and neutral merchandize found on enemy vessels in Portuguese harbours, a translation is appended of a further Decree which has been issued by the Portuguese Government on the subject:
His Majesty's Minister at Lisbon, in forwarding this translation, adds that, under Art. 2, the Legation certificate referred to in Art. 2 of the former Decree of July 13 last may now be given in respect of goods claimed between that date and August 31 last.
DECREE No. 3444-C, OCTOBER 8, 1917.
TRANSLATION.
Having taken into consideration the proposal made by the Ministers of all the Departments, and availing myself of the authorization granted by the laws Nos. 373 of September 2, 1915, and 491 of March 12, 1916, I hereby, on the advice of the Council of Ministers, decree as follows :-
Article I.
Claims lodged up to the 31st of August, 1917, for the goods referred to in Article 32 of the Decree of April 20, 1916,* may be supported by documents up to the 30th of November, 1917.
Article II.
The provisions of Article 2 of Decree No. 3246 of the 13th of July, 1917,† and those of Article 1 of Decree No. 3310 of the 24th of August, 1917, ‡ are herebý extended to the said claims.
Article III.
Legislation to the contrary is hereby revoked.

The Ministers of all the Departments shall accordingly cause this Decree to be put into effect.

This Decree extended until November 30, 1917, the date for the presentation of the certificates referred to in Art. 2 of Decree No. 3246 of July 13, 1917.
